Transcript of notes Lucile Vinyard saved for 30 years; she gave this to Tim McKay at the NEC 30th birthday: "The meeting to organize a Northcoast Environmental Council and Environmental Center was held on Tuesday, Nov. 24, 1970 at the Arcata Transit Authority. There was general agreement on the need to establish both an environmental center and a council to coordinate activities of northcoast environmental groups. Discussion centered on the possible structure and function of a coordinating council, its powers and activities. The structure of the Montana Environmental Council was presented as a guideline by Dave Van de Mark and [unreadable] structure was proposed by Bill Devall." This note was lost in the NEC fire a year or so later but Mike Diggles took a Kodachrome of it at the anniversary celebration. http://www.diggles.com/nec/0107P-26_Nov_24_1970_notes.jpg Steve O'Meara pointed out that a group he was in was meeting weekly at Sambos on this topic even before that.
